Upcoming Road Resurfacing

What is resurfacing?
The roads you drive on daily have a limited lifespan and we need to replace the tarmac layers typically every 15 to 20 years. Resurfacing involves breaking up the existing layers of tarmac and taking them away to be recycled into new materials. The road is then swept and manhole lids and gullies are adjusted or replaced. Once the road is prepared, new tarmac is laid, road markings are installed and the road is ready to be reopened.
What roads are being resurfaced and when?
The works are to start on Monday 05 August, with anticipated completion Wednesday 11 September 2024. Please look out for the advanced warning signs to let you know of the specific dates for the sites as there may be delays due to unforeseen circumstances.
The programmed dates are as follows:
- Bolton Road, Edgworth (05 August to 08 August)
- Inverness Road, Darwen (05 August)
- Amber Avenue, Blackburn (09 August)
- Beryl Avenue, Blackburn (12 August)
- Lammack Road, Blackburn (12 August to 13 August)
- Harwood Street, Darwen (13 August to 14 August)
- Rivington Road, Belmont (15 August to 21 August)
- A666 (Falcon Avenue to Birch Hall Avenue), Darwen (20 August to 27 August - This work will be undertaken under temporary traffic lights, expect significant delays)
- Egerton Road, Belmont (23 August to 30 August)
- Long Lane, Blackburn (28 August to 04 September)
- A675, Belmont (02 September to 05 September)
- Owlett Hall Road, Darwen (02 September to 05 September)
- Prospect Avenue, Darwen (02 September to 05 September)
- Walker Road, Blackburn (06 September to 11 September – Completed at night)
- Mill Gap Street, Darwen (11 September – Completed at night)
What if I live on this road or need access?
Access for residents within the site area will be allowed when it is safe to do so, and access will be opened outside of working hours. Emergency services will have access throughout the duration of the works. There will be traffic management in place throughout the works, and should you require access there will be traffic management officers and site supervisors present to assist.
Why are these roads being resurfaced when others appear worse?
The highways team operate using an asset management plan which looks into the lifecycle of the roads, of which the available funding is the main factor that restricts how much we can do. With limited budgets, we need to intervene with the right treatment at the right time to keep the road network running in the long term.
